Sorry about the incompleteness. The draft RFC is still missing a bunch of stuff.

We’ll work on formalizing the Cortical Message format from [the State class reference implementation](https://github.com/thousandbrainsproject/tbp.monty/blob/8c16a6393b221786a3b6357c7e71b615c4e68821/src/tbp/monty/frameworks/models/states.py#L18).

Interesting re the metadata 🤔… I’ve been thinking about metadata more in terms of telemetry emitted by the system ([traces and similar observability tooling come to mind](https://en.wikipedia.org/wiki/Observability_(software))) than as part of the Cortical Message itself.
